CPD WEBINAR: ANNUAL FIRE SAFETY PRESENTATION FROM THE FPA
Welcome to our annual Fire Protection address and thanks again to the FPA for supporting us.
This session will focus on the legislative changes underway in relation to the Building Safety Bill, Fire Safety Act and what we know of potential secondary legislation.
It will be presented by Howard Passey who joined the Fire Protection Association in April 1992 originally as a Training & Information Officer. He took charge of the Training Department in March 2000 as Manager; the Education & Training Division in September 2001 and, from December 2012 to December 2015 held the position of Commercial Director. Howard currently holds the position of Principal Consultant
He undertakes consultancy projects, including fire risk assessments, fire safety audits, inspections, development of fire strategies and fire safety manuals and advise clients on fire safety legislation and practice, particularly regarding building design and construction. He is also the RISCAuthority Programme Manager and convener of the Risk Control Steering Group.
He holds a BEng (Hons) Fire Engineering degree from South Bank University and is a member of the Institution of Fire Engineers (IFE), a Fellow of the Institute of Fire Safety Managers (IFSM) and is a Millwall FC supporter.

Your learning objectives are
- To consider the current legislative and built environments in relation to fire and existing / emerging issues of concern to insurers
- To highlight new draft legislation including the Fire Safety Act 2021, Draft Building Safety Bill, their scope and application and what we know of potential subordinate legislation
- To consider the principal requirements of new legislation and enforcement regime (Gateways, Golden Thread, HSE (Building Safety Regulator), OPSS (Construction Products Regulator))
- Highlight the new requirement for fire safety cases / fire strategies for certain building types
- To consider the new competency requirements for all those involved in the design, construction and ongoing safety of premises - including the Interim Industry Competence Committee
- Outline the implications for fire risk assessors and fire risk assessment
